RESPONSIBILITIES
POSITION SUMMARY
- Manages the overall HR operations of the divisions or subsidiary assigned from strategy formulation (Corporate, Division and HR), to implementation, monitoring and evaluation to support the business/division in attaining its business and organizational objectives.
- Cascades corporate and HR directions and implements division-specific projects to assigned division/subsidiary.
- Develops, implement, monitors and evaluates HR interventions to ensure effectiveness and efficiency of operations for assigned subsidiaries/divisions.
- Gathers feedback from assigned subsidiary/division on Systems, Operations, and ODL on policies, procedures, programs and change management plans and provides feedback to the Team Lead/concerned heads.
- Provides HR consulting support to assigned division/subsidiary.
- Performs an Upward Feedback process. Data, inputs and information gathered (from the assigned division) are given to the team Lead.
- Acts as the point person for all HR initiative involving the assigned subsidiary/division.
MAJOR DUTIES AND RESPONSIBILITES
ORGANIZATION DEVELOPMENT
- Provides advice and service in assessing, designing and managing change to improve the organization’s performance using OD tools and processes (data gathering, diagnosis, action planning, implementation and evaluation) for the assigned division/subsidiary.
- Conducts and continuously updates the org diagnosis of the assigned division/subsidiary.
- Designs, develops and manages/monitors the execution of a change plan based on the result of diagnosis as concurred by client for assigned division/subsidiary.
ORGANIZATION/JOB DESIGN AND MANPOWER PLANNING
- Works with the division head in the forecasting, planning and fulfilling the staffing requirements and ensure that these are aligned with the business unit’s strategic goals for the assigned division/subsidiary.
- Conducts org review of the assigned division/subsidiary to help in identifying the appropriate organizational structure that will effectively support the account’s objectives.
- Facilitates the definition and review of the required organizational and position competencies and the implementation of these for the assigned division/subsidiary.
STAFFING
- Works hand-in-hand with the division/subsidiary head to identify the right manpower count, budget, considering the business directions and communicates recommendations to appropriate departments (Finance, HR-Systems)
- Partners with HR-Recruitment in sourcing, screening and placement of the right person for the meet the manpower requirements (Department Head level) for the assigned division/subsidiary.
- Conducts the new hire orientation for new employees (managers and up) in coordination with HR-ODL and division/subsidiary head.
PERFORMANCE MANAGEMENT
- Facilitates the implementation of the performance management system in the assigned division/subsidiary and ensures the complete submission of all PA/CA of his account based on the deadline.
- Consolidates dev plans for assigned division/subsidiary.
- Assists the division/subsidiary in identifying and addressing performance and competency gaps and recommends appropriate interventions that will address the gaps.
- Identifies and documents core technical or job competencies essential to organizational performance.
- Reviews the performance of all of his direct reports and ensures that the proper actions are taken in terms of development, re-tooling, fit, assessment.
- Conducts PA discussions with direct reports and prepares individual development plans.
TRAINING & DEVELOPMENT
- Provides inputs to the Division Head on developmental plans of assigned Account.
- Facilitates implementation of development plans defined for House Account.
- Works with the assigned division/subsidiary for the development and implementation of training interventions.
- Co-develops and facilitates the development of the technical training programs of the assigned Division/subsidiary.
- Monitors the implementation of the training interventions for the assigned Division/subsidiary.
- Facilitates the participation of target employees in corporate training initiatives for the assigned division/subsidiary.
- Handles the training and development of direct reports.
SUCCESSION PLANNING
- Partners with the division/subsidiary head of the assigned accounts in identifying high potentials and replacements, including their employee development plans to ensure the continuous supply of quality leaders and key technical staff.
- Provides feedback and updates to Division Head on the individual development plans of high potentials including the level of participation of the development plan sponsor (DPS).
ER/LR
- Develops programs in the assigned division/subsidiary for different employees group.
- Develops relationships/sources of information through a structured network in all critical areas of operations of the assigned division.
- Facilitates the participation of the assigned division/subsidiary in various corporate ER activities.
- Facilitates the handling of disciplinary cases and employee grievances for the assigned division/subsidiary with the line managers.
COMPENSATION/BENEFITS PLANNING AND ADMINISTRATION/REWARDS & RECOGNITION
- Works with System and Operations in the analysis, review of pay structures, benefits and rewards and recognition programs in the assigned division/subsidiary.
- Reviews and provides recommendation for the Salary Review of employees within his/her assigned division/subsidiary before endorsing to the HR Account Management Head.
- Reviews and endorses recommendation for movements to the HR Team Lead.
REWARDS MANAGEMENT
- Provides feedback and inputs on corporate policies, procedures of reward and recognition programs to the HR Team Lead.
- Works with the division/subsidiary head for the rewards and recognition program for assigned division/subsidiary.
- Facilitates the implementation of the corporate-initiated rewards/recognition programs for the division/subsidiary.
- Supports the formal and informal rewards/recognition program of the decision/subsidiary.
POLICY REVIEW/FORMULATION
- Provides inputs and practical recommendations for addressing policy concerns and amendments needed by Division/Subsidiary.
- Conducts policy review based on inputs gathered from employee groups and management on all aspects of HR functions.
- Provides inputs and practical recommendations to Systems, Operations and ODL on policy formulation and implementation.
- Cascades new/updated policies to assigned Division/Subsidiary.
REQUIREMENTS
KNOWLEDGE
- A thorough understanding of all areas of Human Resources management and staff development, and knowledge of HR and OD practices, group processes and dynamics
- Philippine Labor Laws and Employee Relations Systems
EXPERIENCE/Educational Attainment Required
- College degree in HRD, Psychology, and Development Studies
- Specialization in Human Resources Management and Organizational Development (desired)
- At least ten years of relevant experience in HR and OD, with a minimum of five years at a senior management level
